Historical overview of State Agency “State Reserve and War-time
Stocks"
- The independent body - Management of the State supplying and State reserve was established
under The Act № 591 (Prom. SG. 271 , Nov.17.1950) at the Second Annual session of the First
National Assembly.
- The Administration of the State supplying and State reserve was transferred to the
Ministry of supplies - The Act from 28.09.1956
- It the year 1969 The Ministry of supplies and state reserves was established. Part of
its the structure was the Administration for state supplying and state reserves with the new
name - General Management of the State reserves.
- At the 1972 within the structure of The General Management of State reserves was established
The Regional Directorates “State reserves” at Pleven, V. Tarnovo, Varna, Burgas and Plovdiv. The
supply basеs and storehouses were directly subordinated to them.
- From 01.04.1991 The General Management “ State reserve” under the Council of ministers and The
Directorate “State medical reserve” under the Ministry of health were transformed as General
Management “Economic of the defense and state reserve” with Regional directorates ”State reserve”
in Sofia, Pleven, V. Tarnovo, Varna, Burgas, Plovdiv and Shumen. The legal Act was The Decree №
44/19.03.1991 under the Council of ministers.
- With The Decision of the Council of ministers № 215/30.06.1991 The Central Technical Base in
Sokolovo passed over from “Metalhim” to The General Management “Economic of the defense and state
reserve”.
- From 01.11.1993 The General Management “Economic of the defense and state reserve” was closed.
The General Management “State reserve and war-time stocks” under the Council of Minister has been
established with The Decree № 203/26.10.1993
- With The Decree № 265/31.12.1993 was adopted the administrative capacity, structure and
Structural regulation of the General Management “State reserve and war time stocks”. The Regional
directorates “State Reserve” in Sofia, Pleven, V. Tarnovo. Varna, Burgas, Plovdiv, Shumen and
Central Technical Base-Sokolovo have been within the structure.
- The Provision №141/31.12.1993 under The Council of minister transformed the right of property
of The “Zarno” Ltd. Sofia, the supply bases for cereal foods at General Toshevo, Donchevo,
Obrazcov Chiflic, Morava and Kozarevets to the General Management “State reserve and war time
stocks”.
- The Decree № 312/29.12.1996 determined functions, tasks and administrative capacity of
the General Management “State reserve and war time stocks”. The Regulation for state reserves and
war-time stocks” was adopted. The Regional directorates “State Reserve” in Sofia, Vratza, Pleven,
V. Tarnovo. Varna, Burgas, Plovdiv, Shumen and Central Technical Base-Sokolovo and their
subordinated supply bases and storehouses have been included into the structure.
- The Order № 74/28.07.1997 under the Council of Ministers The “Petrol” – Sofia committed to the
General Management “State reserve and war time stocks” for free management the petrol bases at
Sliven, Anton, Polikraishte and Parvomai.
- The Order № 10/23.03.1999 under The Council of Minister committed for free management to the
General Management “State reserve and war time stocks” the “Cereal foods”- the cereal bases at
Shumen, Razgrad, Krivodol, Altimir, Krusheto and Parvomai.
- The Decree № 152./13.06.2001 transferred The General Management “State reserve and war time
stocks” into The State Agency “State reserve and war-time stocks”
- The Law of the State Reserves and the war time stocks was adopted under The Act №13 Prom. SG.
9/31.Jan. 2003.
- Under The Act № 14 Prom. SG. 9/31.Jan. 2003 was adopted The Law of the obligatory reserves of
oil and oil products
